No. Server-level caching such as FastCGI is handled by your hosting server. Dash Optimise checks whether that cache is working and gives you clear results such as HIT, MISS or BYPASS.
HIT means the page was served from server cache. MISS usually means the cache is being created. BYPASS means the page was intentionally not cached, often because you are logged in, viewing a cart/checkout page, or the page is dynamic.
